RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.

Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

To put it differently, validation is the process of confirming the accurate parts of an RTO's assessment process and identifying what can be enhanced. A correct understanding of its components makes it less intimidating.

The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.

We are required by the standards to carry out two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

Defining the Two Types of Assessment Validation

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

In post-assessment validation, the emphasis is on implementation, ensuring that Registered Training Organisations conduct assessments as per the Principles of Assessment and Rules of Evidence.

For this piece, our emphasis will be on assessment tool validation.

Steps for Conducting Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

Best Times to Conduct Assessment Tool Validation

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Therefore, any time you obtain new learning resources, assessment tool validation should be completed before students use them.

There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.

However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:

- resources are updated
- add new training products on scope
- your course includes training product updates
- learning resources are identified by you as a risk during your risk assessment

ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

How to Choose Training Products for Validation

Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.

Course Materials

Since you are validating your assessment tools, you will require the entire suite of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Validation Panel

Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.

Your validation panel, as a group, must possess:

Vocational competencies and current industry skills relevant to the unit being validated

Recent expertise and skills in vocational teaching and learning

One of these training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Assessment validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are available online. These tools typically have validators review the tools in their entirety to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.

A more detailed template is highly recommended for inspecting each unit requirement and the assessment items that align with them. Below is an example:

As mentioned in our blog post Common Problems In Assessment Tools, it’s crucial that your assessment tools enable trainers to follow assessment principles and evidence rules.

Assessment Principles
Fairness – Is equal opportunity and access provided to everyone in the assessment process?

Flexibility – Does the assessment offer various options to demonstrate competence based on different needs and preferences?

Validity – Does the assessment assess what it is intended to assess? Is it a valid tool for measuring the required skill or knowledge?

Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Key Rules of Evidence

Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?

Although these are commonly addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:

Show What You Mean

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

diaper changing

prepare bottles, bottle feed infants, and clean equipment

prepare solids and feed babies

appropriately respond to baby signs and cues

settle babies for sleep and prepare them

monitor and encourage age-appropriate physical exploration and gross motor skills

Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Keep an Eye on Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t suffice.

All or No Competence

Observe the lists. As mentioned above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should read more have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What sort of information can be included in a work package?

Answers may include:

Necessary resources

Applicable costs

Activity timeframe

Assigned duties and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:

Identify a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolating, engineering controls

People – isolation, use of engineering controls, administration

Structural hazards – substitution, isolation, engineering

Chemical hazards – isolation, use of engineering controls, administrative controls

Equipment or machinery – isolation, engineering controls, administrative controls

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.

Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
